Analisis Evaluasi Tingkat Kematangan Budaya Keselamatan Pasca Implementasi Safety Transformation Berbasis Port Maturity Model di Perusahaan Jasa Terminal Petikemas

Abstract

Container terminals represent high-risk work environments that demand systematic and sustained occupational safety management. The container terminal service company that serves as the subject of this study has implemented a safety transformation program since 2023, encompassing safety induction, fulfillment of minimum safety requirements, and terminal sterilization as a strategic initiative to improve HSSE performance. Although workplace accident data reflects a declining trend, evaluation based solely on lagging indicators is insufficient to confirm comprehensive safety culture change. This study aims to evaluate the safety culture maturity level following the implementation of safety transformation using the Port Maturity Model framework that has been modified by the respective container terminal service company in 2023. A descriptive quantitative approach was employed using Stratified Random Sampling, involving 354 respondents consisting of 13 structural and 341 non-structural workers distributed across 15 branch terminals, drawn from a total population of 3,111 workers. Data were collected through a questionnaire covering 5 measurement dimensions: Communication, HSE Organizational Commitment, Organizational Learning, Organizational Attitudes, and Competence. The results indicate that the overall safety culture maturity level of the container terminal service company is at the Proactive level, with a total average score of 4.322. The Organizational Attitudes dimension recorded the highest score of 4.415, while the Competence dimension recorded the lowest score of 4.239. These findings suggest that the safety transformation program has successfully promoted the internalization of safety values across all organizational levels; however, strengthening individual HSE competence—particularly among non-structural workers—remains a key priority requiring structured interventions through job-specific training, emergency response simulations, and a competency certification system
