This study was conducted with the aim of identifying risks arising in the procurement division at PT PTL,
a shipping company providing maritime transportation services. In its operational activities, ships require
the fulfillment of certain needs; however, in practice, obstacles in the form of risks are often encountered,
which need to be addressed immediately through appropriate mitigation measures. The method used in this
study is the House of Risk method, where researchers can simultaneously identify, analyze, evaluate, and
determine mitigation actions. The results of the study in the procurement division produced 28 risk events
and 30 risk agents. From HOR phase 1, 16 dominant risk agents were produced with the highest ARP value
of 2081.64 regarding human error on the part of the vendor. In the second phase of the HOR, 20 mitigation
actions were identified with the highest ETD value of 15,767.28, namely regular technical and soft skills
training. Technical training includes Enterprise Resource Planning, E-Procurement, and Advanced Excel,
while soft skill training covers leadership and time management. With the right mitigation strategy, the
company can prevent disruptions in procurement, ensuring that ships are not delayed in sailing due to
shortages of spare parts, fuel, or equipment, and operations become more efficient.
