STRATEGI PENGEMBANGAN BISNIS GALANGAN KAPAL SKALA KECIL DI SIDOARJO MENGGUNAKAN METODE SWOT

A small-scale shipyard company in Sidoarjo has experienced a significant decline in order volume and contract value in 2024 due to its heavy reliance on government projects. This condition led to operational disruptions and employee layoffs. This study aims to formulate appropriate business development strategies to help the company survive and grow sustainably. A quantitative approach was used through the distribution of questionnaires, in-depth interviews with four expert judgements, and field observations. The collected data were analyzed using SWOT analysis to identify the company’s strengths, weaknesses, opportunities, and threats, which were then compiled into IFAS, EFAS, and SWOT matrices. The results show that the company is positioned in Quadrant III (Weakness–Opportunity strategy), indicating the need to improve internal conditions to seize external opportunities. Two main strategies are recommended: (1) reducing dependency on government projects by strengthening promotional efforts and improving facilities, and (2) enhancing the quality and management system of human resources. These strategies are expected to serve as a guideline for future managerial decision-making in developing small-scale shipyard businesses.
