Analisis Kinerja Proyek Pembangunan Fuel Storage Tank 2×250 KL Dengan Metode Earned Value Management

A coal mining constructed two fuel storage tanks with a capacity of 250 KL each. The mechanical and
piping works were considered as the contractor’s main responsibilities. The project was initially planned to be
completed within three months, from October 2024 to January 2025. However, during implementation, delays
occurred that resulted in both time and cost deviations beyond the allocated schedule. At the end of the contract
period, construction progress had reached approximately 89%, leaving 11% unfinished. Given the initial delays
and the inability to complete the project within the scheduled timeframe, it became necessary to evaluate and
analyze project performance. The Earned Value Management method was applied to address indicators of
performance deficiencies. Two EVM indicators, Cost Performance Index and Schedule Performance Index, were
used to assess project delay and cost overrun. The analysis results show that the CPI value of both tanks was 0.72,
and the SPI value was 0.91. A CPI value below 1 indicated cost overruns, while an SPI below 1 indicated project
delays. Based on the Time Estimate, the project was expected to require an additional 18 days, bringing the total
duration to 109 days with an additional cost estimate of Rp1,135,971,875.89.
