From the project implementation process, there are often delays in time, the project development
implementation process often faces problems that cause the project to be hampered. Delays in metal pipe
fabrication in the PLTGU construction project in Tanjung Uncang Batam were experienced by one of its
subcontractors. This study uses risk management to identify, provide, and reduce potential risks of delays in the
project, so as to minimize its impact on cost, time, and quality, and ensure the smoothness and success of the
project. The methods used in risk data analysis Severity Index (SI) and Probability-Impact Matrix (PIM) to quantify
both the likelihood and consequences of each risk. Through the application of the Risk Breakdown Structure (RBS),
42 distinct risk variables were identified and categorized into five groups: commercial, external, managerial,
organizational, and technical. These risks were further assessed based on their influence on key project aspects
such as timeline, target completion, safety, and financial performance. The results revealed 2 very high-risk
variables, 5 high-risk, and 35 moderate-risk items, highlighting the necessity for targeted mitigation strategies. The
findings offer practical insight for improving risk-based decision-making and contribute to the advancement of a
comprehensive and theory-based approach to construction risk management.
