Abstract

The implementation of activities in a construction project cannot be separated from obstacles
and constraints that affect directly or indirectly to the total duration and budget of the project. Budget
swelling project along with the increase in project duration is a deviations that indicate that there has
been a managerial process that unfavorable and ineffective problem handling which has a high level
of low precision. The research was conducted at the Tanjung Perak Surabaya Phase 2 On The Spot
Filling Station Project due to delays in the process so that optimization steps were needed to overcome
the delays that had occurred. Optimization is done by creating a PDM (Presedence Diagram Method)
planning network to get a critical path by paying attention to the relationship between each job.
Calculation of productivity and work costs that are on the critical path is carried out using the Crash
Duration method by adding 3 hours of overtime work. The results of the analysis using the Least Cost
Analysis method found that the optimum time and minimum cost of project completion were achieved
by accelerating the implementation time to 211 days, 3 days faster than the normal duration of 214
days, with a total cost of Rp. 11,167,201,567.35 and the minimum project completion time that can be
achieved is 194 days with a total cost of Rp. 11,263.132,490.04.
