Abstract - The construction installation of the Electro Chlorination Plant piping system is scheduled for a duration of 343 days starting from October 2020 to November 2021. When it was running, the CPVC pipe construction was delayed for 59 days and the hydrotest was only completed on January 13, 2022. It was due to a shortage of manpower and materials used for CPVC pipe construction. Late arrivals will receive a penalty of 0.001 percent of the contract value per day. This final project aims to determine the optimal time and cost by shortening the project time using the Project Crashing and Least Cost Scheduling method, selecting the best option for future evaluation. WBS Construction is divided into 3 according to material, FRP, Carbon Steel and Stainless Steel and CPVC, namely Stringging, Erection, Support, Fit Up, Leveling, Lamination or Welding or Glueing and Inspection work, then Final Inspection and Hydrotest. The calculation of pipeline construction productivity is calculated for the normal duration, actual, crash method. The critical path lies in the construction of CPVC pipes, including Stringging, Erection, Fit Up, Leveling, Glueing, Inspection, Final Inspection, Hydrotest and Commissioning works. The results of the optimization analysis of the crash method of adding workers and crashing the addition of working hours compared to actual time and costs (late), the percentage of time efficiency of adding workers is 14.18%, while the percentage of efficiency is adding working hours is 12.19%, the percentage of efficiency comparison is 17.63 % addition of workers and additional working hours percentage 21.80%. From the results of s curve, it is found that normal conditions can be completed on November 5, 2021, the delay starts in March 2021, the delay is due to the Actual Time Arrival of new cpvc material arriving in May 2021 and acceleration can be done after the work load is there, namely in May 2021.
