Abstract

Accessibility is a crucial aspect in providing higher education facilities, especially for persons with disabilities. This study aims to evaluate the compliance of disability facilities in Building J and Building U of Politeknik Perkapalan Negeri Surabaya (PPNS) based on the Regulation of the Minister of Public Works and Housing (Permen PUPR) No. 14 of 2017. The method used in this research is direct observation of accessibility elements such as pedestrian paths, ramps, and disabled toilets, compared with the applicable regulatory standards. The evaluation results show that both buildings meet the minimum width standards for pedestrian paths and have safe floor surfaces. Building J has a ramp, but it does not meet the required slope standard and lacks handrails, and there are no accessible toilets. Meanwhile, Building U is equipped with ramps with handrails and accessible toilets, although the toilet dimensions do not fully comply with ideal standards. Based on these findings, it is concluded that although some supporting facilities are available, improvements are still needed to ensure the buildings are fully inclusive and compliant with national regulations. Recommendations include the installation of guiding blocks, ramp adjustment, and improvement of toilet facilities for persons with disabilities.
