Abstract

The pipeline installation project, initially planned to start in October 2022 and estimated to be completed by May 2023, experienced delays extending to June 2023. These delays resulted in non-compliance with the predetermined schedule and budget overruns. To address this issue, the severity of the delays was identified using the Severity Index method, and a scheduling evaluation was conducted using the PERT method and the Crash Program method. The PERT method was employed to determine the probability of success, while the Crash Program method was utilized to optimize work time at the lowest cost. Based in the analysis, the Severity Index method identified the primary delay factor as low manpower productivity. The PERT method revealed only a 15.62% probability of completing the project on schedule, with a total duration of 193 days and a cost of Rp4,784,963,413.36. By applying the Crash Program method, the project duration could be reduced to 169 days by increasing manpower and overtime, lowering the cost to Rp4,686,783,913.36. The Crash Program approach was recommended for its shorter duration and cost efficiency.
