Abstract

- Every construction company must be able to complete work as cost effectively and as
efficiently as possible, while still producing good quality work. One company operating in the oxygen
production sector, where the work was carried out by a contractor for four months, experienced a delay
of 64 days in building a new Vacuum Pressure Swing Adsorption (VPSA) Plant project. Delays in
construction work were caused by vendor errors in cost estimates. So, to find out the cost effectiveness
of the project, it is necessary to analyze the project costs from the start of the project to the end of the
project according to the predetermined budget. The results of the analysis obtained effectiveness values
for the amount of labor, materials, equipment as well as overall time and costs. Based on the
effectiveness results obtained, the time effectiveness of 40,46% is in the "ineffective" ratio and the cost
effectiveness of 93,52% is in the "effective" ratio. This ratio is measured based on the effectiveness
criteria according to Decree of the Minister of Home Affairs No. 600.900.327 of 1996. The most
significant cost overruns occurred in the heavy equipment rental component
